Facts
Jorge Paret-Ruiz (defendant) entered into an agreement with an undercover government agent, Jesus González, to import drugs into Puerto Rico. Paret-Ruiz also sought to make similar deals with two of his contacts, Efraín Santana-Ortiz and Adalberto Coriano-Aponte. Although Santana-Ortiz and Coriano-Aponte were interested, the three men were unable to agree upon the fee to be paid. Paret-Ruiz was later convicted of entering a drug conspiracy with Santana-Ortiz and Coriano-Aponte. Paret-Ruiz appealed.
