Facts
On February 22, 1997, Eric Anthony Shugart, Brent Patterson, and Jason Wesley Cantrell (defendants) burned down a century-old church in Elko, Georgia. Shugart, Patterson, and Cantrell were charged with arson and conspiring to commit arson in violation of federal laws. At trial, a witness testified that rebuilding the church using modern construction methods would cost $116,280. Shugart, Patterson, and Cantrell pleaded guilty and were sentenced to prison. Shugart, Patterson, and Cantrell were also ordered to pay $116,280 in restitution pursuant to 18 U.S.C § 3663A. Shugart, Patterson, and Cantrell appealed the restitution amount, arguing that the district court could only order them to pay the fair market value of the church on the day it burned down.
