Facts
Frank Tot (defendant) was convicted of violating a federal statute that prohibited the receipt of firearms in interstate commerce by people with a prior record of violent crimes. Tot appealed to the United States Court of Appeals for the Third Circuit, challenging the constitutionality of the statute in light of the Second Amendment to the United States Constitution.
