Facts

Jackson Vinegar Company (Jackson) (plaintiff) shipped vinegar over the railway lines of Yazoo & Mississippi Valley Railroad (Yazoo) (defendant). Yazoo lost or damaged part of a shipment of Jackson’s vinegar. Jackson filed a claim for $4.76 in damages with Yazoo. A Mississippi statute required railroads to settle claims of less than $200 within 60 days or pay a $25 penalty in addition to the actual damages. Yazoo failed to settle the claim within 60 days, and Jackson filed suit in federal circuit court for the actual damages plus the $25 penalty pursuant to the statute. The circuit court ruled in favor of Jackson, and Yazoo appealed directly to the United States Supreme Court.
