Facts
. Victoria Yisraeli (plaintiff) was a single mother and teacher with a low income. Yisraeli was going deaf, and she needed surgery for cochlear implants, which would save her hearing and allow her to continue to work. Under the national health law’s health basket, this procedure was free for minor children, but as an adult, Yisraeli would be required to pay a 70 percent copayment for the surgery, which she could not afford. Yisraeli petitioned the Israel Supreme Court, requesting that the discrepancy between children’s and adults’ copays be corrected and that her surgery be covered entirely by the health fund.
