Facts
The town of Narragansett (the town) (defendant) owned cabana units by the beach. The cabana units were available for lease. But there were a limited number of cabana units, such that the town had to restrict the use of these facilities. Hence, the town had an ordinance that granted its residents the first opportunity to lease the cabana units. A group of nonresidents (plaintiffs) brought suit, contending that the ordinance violated the Equal Protection Clause of the Fourteenth Amendment.
