Minerals Management Service (MMS)
Definition
A now-defunct federal agency, MMS administered the federal government’s offshore oil leasing process and enforced safety and environmental regulations. Because substantial blame for the 2010 Deepwater Horizon oil spill was aimed at MMS’s dual-control over oil-leasing and the enforcement of safety and environmental regulations, MMS was dissolved in 2011 and was replaced with the Bureau of Ocean Energy Management, which handled leasing, and the Bureau of Safety and Environmental Enforcement.
