Facts
The Barona Group of the Capitan Grande Band of Mission Indians (tribe) (plaintiff) passed an ordinance authorizing bingo on its land. The county sheriff (defendant) attempted to enforce county and state laws prohibiting the tribe’s bingo operations, claiming jurisdiction under Public Law 280. The tribe brought suit in district court, seeking a declarative judgment that the county did not have jurisdiction over its bingo operation. The district court granted summary judgment for the county. The tribe appealed.
