Facts
Congress adopted the Adolescent Family Life Act, which provided federal grants to public or nonprofit organizations to care for pregnant adolescents and to prevent premarital sex among adolescents. The statute explicitly recognized that religious organizations have a role to play in addressing the problems associated with teenage sexuality. Under the statute, religious organizations, as well as other private nonprofits, were permitted to receive grants. The statute authorized the federal government to review grant applications and monitor the use of grant funds.
