Facts
Roy Cannon (plaintiff) was ordered by the administrator of the public-welfare division to provide assistance to his indigent mother pursuant to the Relatives’ Responsibility Act. Cannon challenged the order, claiming that he was abandoned or driven from home as a minor and was thus exempt from the statute. Testimony established that Cannon voluntarily left home at age 15 to work in logging camps. When Cannon returned at age 16, his mother was living with a man, who may or may not have been her husband, and who refused to allow Cannon in the house. According to Cannon, his mother did nothing to challenge his putative stepfather’s refusal. The Oregon Court of Appeals granted certiorari.
