Facts
After the 9/11 attacks, United States troops entered Afghanistan and captured many prisoners. The prisoners were then transferred to a United States naval base at Guantanamo Bay, Cuba. According to the lease agreement between Cuba and the United States, the United States retained jurisdiction over Guantanamo Bay, and Cuba retained sovereignty. A group referring to themselves as the Coalition of Clergy, Lawyers, and Professors petitioned for a writ of habeas corpus on behalf of the Guantanamo Bay prisoners. The coalition claimed that the prisoners were being held at Guantanamo in violation of United States and international law.
