Facts
Jose Canderas (defendant) resided in Portugal with a woman (the mother), and they had a child there. Canderas moved to New Jersey, and the mother and child moved to Luxembourg. Canderas never visited Luxembourg, nor did he conduct business or own property there. A court of conciliation in Luxembourg issued a summons to Canderas, informing him that the mother sought an order of child support and that a hearing was set in the matter. Canderas did not appear, and a default judgment was entered against him, ordering him to pay child support. The mother’s attorney submitted the Luxembourg order to the Central Registry of Child Support Enforcement Services in New Jersey (registry), seeking enforcement of the order under the Uniform Interstate Family Support Act (UIFSA). The matter was assigned to the New Jersey Superior Court, a trial court. Canderas filed a motion to dismiss for lack of jurisdiction.
