Facts
Allen Shelton (plaintiff) and Richard Kollinger (plaintiff) were both imprisoned for failing to comply with their respective divorce decrees. Shelton’s divorce decree required him to pay the medical and dental expenses of his three minor children until they reached the age of 18. Kollinger’s divorce decree required him to maintain health insurance for his children and to pay all health-insurance premiums as well as any medical expenses that were not covered by the insurance. Shelton and Kollinger were jailed for not complying with these provisions of their respective divorce decrees. The Texas Court of Appeals agreed to review Shelton’s and Kollinger’s applications for habeas corpus.
