Facts
Susan Glant was an attorney for Central Florida Legal Services. Glant represented a mother in a custody action involving the mother’s two minor daughters and two minor sons. The mother sought to terminate supervision by the Department of Health and Rehabilitation Services (HRS) over the children and obtain custody of her two daughters. However, acting on a belief that the girls’ father was sexually abusing them, Glant sent a letter to HRS to which she attached an unfiled motion asking for the mother to receive custody of all four children. In the letter, Glant requested a further investigation by HRS. The bar filed a complaint against Glant, alleging violation of the rule from the Florida Rules of Professional Conduct that required attorneys to abide by a client’s decision concerning the objectives of the representation. The referee determined that a public reprimand was the appropriate sanction for Glant, who had no disciplinary history. Glant petitioned the Florida Supreme Court for review.
