Facts
In 1980, Handel (plaintiff) brought a class action for civil damages against Artukovic (defendant) for Artukovic’s role in depriving Yugoslavian Jews of life and property during World War II. Handel sued in federal district court, alleging that Artukovic committed war crimes in violation of international law and the Hague and Geneva conventions.
