Facts
Harris (plaintiff) filed suit in federal court to challenge the constitutionality of the 1976 Hyde Amendment to Title XIX Medicaid program regulation. The Hyde Amendment prohibited states receiving federal Medicaid grants from funding abortion procedures except in cases where abortion was medically necessary to preserve the life of the mother or in cases of promptly reported rape and incest. The challenge also questioned whether the Hyde Amendment required states to cover the costs of procedures that were exempted from federal funding under the Hyde Amendment.
