Facts
The United Nations (UN) General Assembly asked the International Court of Justice (ICJ) to issue an advisory opinion on the question of whether international law ever permits the use of nuclear weapons. The ICJ may issue this opinion because it has jurisdiction over the question, and there are no “compelling reasons” to exercise its discretionary power to decline to answer the question.
