Individuals with developmental disabilities (plaintiffs) filed a class-action lawsuit challenging the state of Florida’s administration of the Home and Community-Based Waiver Services program, a program providing Medicaid-related services. The trial court certified the class, and the state of Florida (defendant) appealed from the class-certification order pursuant to Rule 23(f) of the Federal Rules of Civil Procedure.
