Facts
In 1983, Costa Rica (plaintiff) sought to amend its constitutional provisions related to naturalization, creating a distinct category of naturalization for Central American, Ibero-American, and Spaniard individuals. The constitutional amendments allowed members of this select group to avail themselves of a preferred and streamlined naturalization method. Costa Rica requested an advisory opinion from the Inter-American Court of Human Rights (I/A Court H.R.). The I/A Court H.R. reviewed the proposed constitutional amendments for compliance with the American Convention on Human Rights (the convention) and issued an advisory opinion.
