Facts
Nola Kathleen Quenzer, a divorced mother, (plaintiff) filed an action in a Wyoming state court to modify a Texas court order that had modified the child-custody provisions of an Oregon court order and awarded custody of her daughter to Nola’s ex-husband, Fred August Quenzer, Jr., the daughter’s father. The trial court modified the Texas order and awarded custody to the mother, Nola. The father, Fred, appealed and argued, among other things, that the Wyoming trial court erred in not giving full faith and credit to the Texas custody decree under the federal Parental Kidnapping Prevention Act (PKPA), which prevented the Wyoming court from modifying the Texas order.
