Facts
Federal prisoners (plaintiffs) sued Bureau of Prisons officials (defendants) because the prisoners were required to accept small wages for work performed in prison. The prisoners alleged that the officials violated international law because the International Covenant on Civil and Political Rights (ICCPR), the Standard Minimum Rules for the Treatment of Prisoners (the Minimum Rules), and customary international law prohibited low wages as part of criminal punishment. The district court dismissed the prisoners’ suit, and the prisoners appealed.
