Facts
John Hall, Jr. (defendant) participated in a Ku Klux Klan raid that targeted a meeting of Black farmers in Alabama. Hall was indicted by the United States (the government) (plaintiff) under the Enforcement Act of 1870 for violating the First Amendment rights of the farmers. Hall challenged the indictment on the ground that Congress did not have the authority to enact a law protecting the First Amendment rights of citizens. The United States Circuit Court for the Southern District of Alabama considered the constitutionality of the law.
