Facts
Mackenzie Hunter (defendant) sold a handgun to Sulejman Talovic, a minor. Eight months later, Talovic shot and killed Vanessa Quinn and other innocent shoppers at a shopping center. Hunter pled guilty to unlawfully selling a firearm to a person he had reasonable cause to believe was a minor. Quinn’s parents moved for a declaration that Quinn was a victim of Hunter’s crime under the Crime Victims’ Rights Act (CVRA) and sought to make a victim-impact statement at sentencing and obtain restitution for funeral expenses and lost income.
