Facts
Oates (defendant) was charged with conspiracy to commit possession of heroin with intent to distribute as well as the substantive crime. At trial, the prosecution sought to introduce into evidence an official report of a U.S. Customs chemist who analyzed the substance seized from Oates and determined it to be heroin. The United States District Court of the Eastern District of New York admitted the report and convicted the defendant. Oates appealed.
