Facts
The Waterloo Education Association (the union) (plaintiff) was a union for the teachers of Waterloo Community School District. The union approached the school district with an overload-pay proposal. The proposal provided that if teachers worked more than a certain amount on any given day, either in minutes or in number of classes, they would be entitled to receive additional compensation. The school district did not agree to the proposal. The Public Employment Relations Board (the board) (defendant) ruled that the proposal was a permissive subject of collective bargaining and, accordingly, the school district was not required to consider the proposal. The union sued the board, and the trial court affirmed the board’s ruling. The union appealed.
