Facts
A petition was filed to incorporate the town of Wrightsville. Wrightsville was approximately two square miles and had 919 residents. Reasons for opposition to the petition included concerns about how the new town government would be funded. The county court denied the petition, finding that much of the land in Wrightsville was agricultural or vacant and therefore would not benefit from incorporation. The court also found that the area of the proposed town was unreasonably large. The circuit court affirmed the denial. The petitioners appealed.
