Facts
William Lozano (defendant) was a Miami police officer of Hispanic descent. Lozano shot and killed Clement Lloyd, a Black motorcycle driver who tried to avoid being stopped for running a traffic signal. Allan Blanchard, a passenger on the motorcycle, died from injuries sustained in the crash of the motorcycle after Lloyd was shot. Civil disturbances in Miami followed the shooting.
