Facts
From 1981 to 1984, a pattern of unexplained disappearances at the hands of Honduran officials occurred. In particular, Angel Manfredo Velásquez Rodríguez was a student in Honduras (defendant) who was detained by Honduran officials and later disappeared. The Inter-American Commission on Human Rights heard the petition brought on the issue and referred the petition to the Inter-American Court of Human Rights for hearing. The commission requested that the court determine whether Honduras violated the American Convention on Human Rights’ rights to life, humane treatment, and personal liberty.
