Facts
Carolyn Becker (plaintiff) was a member of the United States Coast Guard (Coast Guard). Becker sued Secretary Pena and Admiral Kramek (defendants) for failing to train Coast Guard members to not sexually harass female service members. Becker also named Gregory Blanford, Daniel Shipman, and James Blankson (defendants) for direct violations of her constitutional rights. Becker’s Title VII claims were dismissed by the federal district court. Becker appealed.
