Facts
On March 3, 1977, the juvenile court held a hearing to determine whether Powell (defendant), a juvenile, should be transferred to the district court for criminal proceedings. The juvenile court ultimately decided to waive jurisdiction and transfer Powell’s case to the district court. On September 16, 1977, Powell filed a pretrial application for a writ of habeas corpus in the district court alleging multiple errors in the juvenile court’s decision to waive jurisdiction. The district court denied relief on the petition, and Powell appealed.
