Facts
Articles were published in The Sunday Times, a newspaper published by Times Newspapers Limited (defendant), that questioned the propriety of several investments made by the Derbyshire County Council (the council) (plaintiff). The council sued Times Newspapers for libel. The trial court held for the council, and the court of appeals reversed, holding that the council, as a local governmental body, could not maintain a libel action. The council appealed.
