Definition

A federal agency’s nonsubstantive statement or rule that may be issued without following the Administrative Procedure Act’s notice and comment procedures. The term is not defined by the Administrative Procedure Act, but it is commonly applied to an agency’s statement of its current policy for implementing a statute that the agency administers.
