Facts
Victor (plaintiff), an adult who had been adopted as a baby, filed a petition to unseal his adoption records with the Surrogate’s Court for Nassau County in New York. Victor’s biological mother was a Hungarian citizen, and Victor needed a certified copy of his pre-adoption birth certificate to prove his Hungarian lineage so that he could become a Hungarian citizen. Victor often traveled to Hungary for work and lived in Hungary part time. Victor’s adoptive parents were deceased. Victor’s biological mother consented to unsealing the records, but Victor’s biological father was unknown. The Surrogate’s Court considered Victor’s petition.
