Facts
In 1951 Egypt (defendant) entered into a host-state agreement with the World Health Organization (WHO) (plaintiff) for the regional WHO office to be located in Alexandria, Egypt. When Egypt entered into a peace agreement with Israel several years later, some members of the WHO sought to have the regional WHO office moved from Egypt to another country in the region. The WHO submitted a request to the International Court of Justice for guidance on the legal principles and rules applicable to the WHO and Egypt under the host-state agreement with regard to moving the regional office away from Egypt. The International Court of Justice issued an advisory opinion.
