Facts

An immigration judge (IJ) held that M-A-M, a citizen of Jamaica, should be removed from the United States under the Immigration and Nationality Act after M-A-M was found guilty of two or more crimes involving moral turpitude. During the proceedings, M-A-M had difficulty answering questions and informed the IJ that he had been diagnosed with schizophrenia. At a later hearing, M-A-M informed the IJ again that he had a history of mental illness and said he was not being treated for it in detention. The record also reflected that M-A-M had been found incompetent to stand trial in a criminal case. M-A-M appealed the IJ’s ruling on removal.
