Thomas Lubanga Dyilo (Lubanga) (defendant) served as the commander in chief of an armed force in the Congolese province of Ituri that actively recruited, enlisted, and conscripted child soldiers under the age of 15. Lubanga was tried and convicted of war crimes by the International Criminal Court (ICC). After Lubanga’s sentencing, the ICC ordered and authorized collective reparations to Lubanga’s victims. The initial reparations order was appealed for review, and the appeals chamber issued an amended reparations order establishing the guiding principles for reparations that future courts would apply.
