Facts
Dragan Nikolic (defendant) was kidnapped in Bosnia by a coalition led by the North Atlantic Treaty Organization (NATO) that was working with other unknown Serbian and Montenegrin individuals. The Appeals Chamber of the International Criminal Tribunal for the Former Yugoslavia (ICTY) addressed the issue of whether the ICTY could exercise personal jurisdiction over Nikolic.
