Facts

The voters of Arizona (plaintiff) passed a proposition criminalizing the use of leghold traps on public land. The purpose of the prohibition was to prevent cruelty to wildlife and protect members of the public and other animals that accessed and used public land. Kurt Bonnewell and three others (the trappers) (defendants) were convicted of using leghold traps on public land. The trappers admitted to setting the traps but appealed their convictions, arguing that the statute violated equal protection and was a special or local law in violation of the Arizona constitution—namely, that the statute granted special rights to landowners and did not advance the government’s interest in wildlife management.
