Facts
Nine lawyers, eight of them court-appointed, represented Roberto Hernandez and eight other individuals (defendants) whom the United States government (plaintiff) accused of participating in a narcotics conspiracy. The lawyers petitioned the federal district court to appoint a tenth lawyer to serve as a coordinating discovery attorney (CDA) in charge of managing electronic discovery (e-discovery) on behalf of all the defendants.
