The Board of Education of Zion School District No. 6 (board) (defendant) oversaw the school and had a policy stating that student dress had to meet health and safety standards and not be disruptive to the school’s programs. Barbara and Robert Vines, along with their daughter, Kathryn Vines (plaintiffs), filed suit in the United States District Court for the Northern District of Illinois against the board. The Vines claimed that the dress code violated Kathryn’s First Amendment right of free speech and religion and infringed on Barbara and Robert’s Fourteenth Amendment right to self-regulation of their family.
