Rulemaking is the process by which agencies create rules, also called regulations. One of the purposes of administrative agencies is to fill in the gaps that Congress leaves when it creates legislation. For example, Congress might pass a law giving the Federal Aviation Administration, or FAA, the authority to regulate air traffic to protect public safety. The FAA might then use this broad authority to create specific rules, such as how often planes must be maintained.
