I. Introduction

Executive branch officials make policy and direct the actions of federal agencies. The agency head or multi-person agency leaders, the departmental leadership, the relevant cabinet secretary, and ultimately the president employ several tools to direct an agency’s actions.

After we consider executive branch control of agency actions and policymaking, we’ll examine judicial review of federal agencies.
